Bill overview
The Directly Impacted Child Rehab and Safety Act aims to reform how the juvenile justice system treats young offenders. It changes federal law to raise the age at which a juvenile can be tried as an adult in criminal court to 16, and then 17, and clarifies that a juvenile’s social background and prior trauma should be considered. The bill also directs the Department of Health and Human Services to provide grants to states to improve collaboration between child welfare and juvenile justice systems, particularly for vulnerable youth. Finally, it mandates the Bureau of Justice Statistics to collect and publish comprehensive data on incarcerated children, helping to inform policy and practice.
