RESOLUTION
Providing for consideration of the bill (H.R. 2102) to amend title 10, United States Code, to provide for concurrent receipt of veterans’ disability compensation and retired pay for disability retirees with combat-related disabilities, and for other purposes.
That immediately upon adoption of this resolution, the House shall proceed to the consideration in the House of the bill (H.R. 2102) to amend title 10, United States Code, to provide for concurrent receipt of veterans’ disability compensation and retired pay for disability retirees with combat-related disabilities, and for other purposes. All points of order against consideration of the bill are waived. The amendment in the nature of a substitute specified in section 4 of this resolution shall be considered as adopted. The bill, as amended, shall be considered as read. All points of order against provisions in the bill, as amended, are waived. The previous question shall be considered as ordered on the bill, as amended, and on any further amendment thereto, to final passage without intervening motion except: (1) one hour of debate equally divided among and controlled by the chair and ranking minority member of the Committee on Armed Services or their respective designees and the chair and ranking minority member of the Committee on Veterans’ Affairs or their respective designees; and (2) one motion to recommit.
Clause 1(c) of rule XIX and clause 8 of rule XX shall not apply to the consideration of H.R. 2102.
The Clerk shall transmit to the Senate a message that the House has passed H.R. 2102 no later than three calendar days after passage.
The amendment in the nature of a substitute referred to in the first section of this resolution is as follows:

Section 1413a(b)(3) of title 10, United States Code, is amended—
in subparagraph (A), by striking In

and all that follows and inserting The retired pay of an eligible combat-related disabled uniformed services retiree, who is retired under chapter 61 of this title with fewer than 20 years of creditable service, is not subject to reduction under sections 5304 and 5305 of title 38.

The heading of section 1414 of such title is amended to read as follows:
The item relating to such section 1414 in the table of sections at the beginning of chapter 71 of such title is amended to read as follows:
Such section 1414 is further amended—
in subsection (a)(1)—
by striking the second sentence; and
by striking subparagraphs (A) and (B);
by striking subsection (c) and redesignating subsections (d) and (e) as subsections (c) and (d), respectively; and
in subsection (d), as redesignated, by striking paragraphs (3) and (4).
The amendments made by this section shall take effect on the first day of the first month beginning after the date of the enactment of this Act and shall apply to payments for months beginning on or after such date.
