The SHIELD Act aims to hold foreign entities accountable for using forced labor and child labor in the cobalt mining sector of foreign countries. It authorizes the President to impose sanctions, including asset blocking and restrictions on visas and parole for individuals involved in these practices. The Act also includes exceptions for international obligations and humanitarian assistance, and it will sunset after seven years. Congress’s sense is that these abuses are a ‘grievous human rights abuse’ and the United States should take action.
