Overview
This bill would allow certain incarcerated individuals – those detained or incarcerated for offenses other than indictable crimes – to request and receive mail-in ballots. Currently, incarcerated individuals convicted of indictable offenses or felonies are not eligible to vote. The bill requires the Secretary of State and Department of Corrections to provide an application for mail-in ballots to these eligible voters, allowing them to designate their location of incarceration as their secondary address for ballot delivery. It also addresses ballot transfer procedures if an incarcerated individual is moved to a different location.
