The Expanding Opportunities for Recovery Act of 2019 authorizes the Substance Abuse and Mental Health Services Administration to provide grants to states to expand access to treatment for opioid abuse, dependence, and addiction. States receiving these grants must prioritize serving individuals without health insurance or whose insurance creates barriers to care, and limit treatment to a maximum of 60 consecutive days. The bill also encourages the use of evidence-based treatments, including medication-assisted treatment, and requires states to report on program outcomes and provide technical assistance.
