Bill overview
This bill, the National Emergencies Modernization Act of 2019, changes how national emergencies are terminated. It requires a national emergency to end 60 days after the President moves more than $250 million of funds related to the emergency, unless Congress passes a law to keep it going. The bill also requires the President to detail how the funds are being used when reprogramming or transferring money for the emergency.
