Bill overview
The Water Rights Protection Act of 2019 aims to prevent the federal government from imposing conditions on water permits or agreements that would require water rights to be transferred to the United States or that would limit a water user’s ability to manage their water rights under state law. The bill directs federal agencies to recognize and coordinate with states regarding existing state water law and to avoid actions that could negatively impact state authority over water management. It also protects the rights of federally recognized Indian tribes and existing federal water contracts.
