Bill overview
This bill, known as the Zero Tolerance for Electronics Theft Act, aims to address concerns about intellectual property theft and national security risks posed by Chinese telecommunications companies. It requires companies previously denied export privileges, particularly those based in China, to certify they will comply with U.S. laws, not engage in cyber espionage, and not infringe on intellectual property. To regain export privileges, these companies must establish a $2.5 billion account to cover potential patent infringement judgments, and courts will not require proof of irreparable harm when seeking preliminary injunctions in patent cases against these companies.
