Bill overview
This bill, the Ninth Circuit Court of Appeals Judgeship and Reorganization Act of 2019, proposes to restructure the Ninth Circuit Court of Appeals. It divides the existing circuit into two new circuits: the Ninth Circuit, encompassing California, Guam, Hawaii, and the Northern Mariana Islands, and a new Twelfth Circuit consisting of Alaska, Arizona, Idaho, Montana, Nevada, Oregon, and Washington. The bill also calls for the appointment of additional circuit judges to both circuits and establishes provisions for temporary judge assignments and coordination between the two new circuits.
