Bill overview
The Judicial Administration and Improvement Act of 2019 proposes to restructure the U.S. Court of Appeals for the Ninth Circuit by dividing it into two separate circuits. One new circuit, the Twelfth Circuit, would encompass Alaska, Arizona, Idaho, Montana, and Nevada, while the existing Ninth Circuit would remain composed of California, Hawaii, Oregon, Washington, Guam, and the Northern Mariana Islands. The bill also addresses the assignment of judges, seniority, and the transfer of pending cases to the new circuits.
