This bill, the Affordable Safe Drinking Water Act of 2019, modifies the State revolving funds used for water infrastructure projects. It removes the previous 30-year loan term limits, allowing loans to be based on the actual lifespan of the project. Additionally, the bill allows states to use funds from these revolving funds to replace lead pipes and plumbing, as well as infrastructure containing perfluoroalkyl and polyfluoroalkyl substances (PFAS), at certain public facilities like schools and senior centers.
