Bill overview
The LEVEL Act revises the Renewable Fuel Standard (RFS) within the Clean Air Act. It reduces the required volume of renewable fuel, specifically ethanol, that must be blended into gasoline from 36 billion gallons to 7.5 billion gallons annually. The bill also eliminates separate volume requirements for advanced biofuels, cellulosic biofuels, and biomass-based diesel, and restricts the EPA's ability to authorize higher ethanol blends in gasoline. It also modifies the process for obtaining waivers from RFS requirements and mandates a study on the effects of higher ethanol blends on consumer products and vehicle performance.
