The Safeguard Act of 2020 establishes the Public Health Oversight Panel (PHOP) to advise Public Health Service agencies on the scientific basis of their actions, particularly during public health emergencies. The panel will review regulations and orders to ensure they are supported by sound science, and can reject actions based on insufficient or incorrect evidence. The panel’s membership will be appointed by the President and the Congress, and it will have subpoena power and the ability to procure expert consultants.
