The Carbon Cost Act of 2020 directs the Government Accountability Office (GAO) to study how Congress could better assess the impact of proposed legislation on global greenhouse gas emissions. Specifically, the GAO will work with the National Academy of Sciences to explore creating a nonpartisan office or agency capable of making science-based projections of these emissions. The study will also consider how to ensure the office remains objective and incorporates expert input from various sectors. Ultimately, the goal is to improve Congress’s ability to understand and account for the climate-related consequences of its decisions.
