This bill, the Proxy Vote Windfall Prohibition Act, aims to prevent members of Congress from receiving a larger-than-usual Members’ Representational Allowance (MRA) when they vote by proxy instead of physically attending the House of Representatives. Specifically, if a member doesn’t appear in person to vote or record their presence during proxy voting, their MRA will be reduced by the cost of travel they would have incurred to be present. Additionally, the total MRA funds available for the House will be decreased by the amount of individual reductions.
