This bill, titled the SHIELD Act, directs the Department of Commerce and the Federal Trade Commission to study how regulations on where data is stored (data localization) affect the U.S. economy and international trade. The study will examine the benefits of free data transfer, the impact of trade barriers, and the effects of data agreements. The agencies will also create a public database of these data localization regulations and provide Congress with recommendations to boost U.S. economic activity through electronic commerce.
