This bill, the Keep Employees’ Earnings Protected Act of 2020, temporarily suspends payroll taxes for employers during the COVID-19 emergency. It reduces tax rates to 0% for employers and employees, and allows for a 90-day suspension or the end of the declared emergency, whichever comes first. To compensate for lost revenue, the bill directs funds to be transferred from the general fund to the Social Security trust funds.
