Bill overview
The Coronavirus Medicaid Response Act aims to bolster Medicaid funding for states and territories during economic downturns. Specifically, it increases the Federal Medical Assistance Percentage (FMAP) for states and territories experiencing high unemployment – defined as an unemployment rate exceeding a threshold based on the state’s historical unemployment data – beginning in January 2020. This increase is in addition to prior COVID-19 FMAP boosts, but is capped at 95%. The bill also establishes a process for states to potentially apply excess FMAP increases from previous downturns to further increase their funding.
