This bill expands the responsibilities of the National Biosurveillance Integration Center (NBIC) within the Department of Homeland Security to include the detection and response to emerging highly communicable infectious disease events, such as pandemics, that pose a risk to the United States. The bill clarifies that the NBIC’s surveillance efforts should encompass biological and infectious disease threats. Upon confirmation of such an event, the NBIC must immediately report to the National Security Council and both House and Senate Homeland Security Committees within 72 hours. This aims to improve the nation’s ability to quickly identify and respond to future public health crises.
