This bill, the Pausing All New Detention and Ending Movement of Inmates for Coronavirus Act of 2020 (PANDEMIC Act), restricts the movement of federal prisoners during the COVID-19 public health emergency. It prohibits transfers between correctional facilities and transfers of individuals to Bureau of Prisons facilities. The bill also allows states to manage prisoners awaiting transfer to federal facilities, and grants the Bureau of Prisons authority to expand capacity within existing facilities. The Attorney General can waive these restrictions on a case-by-case basis.
