The Small Contractor Stability Act of 2020 aims to help small businesses compete for federal contracts. It temporarily allows federal contracting officers to award sole-source contracts to certain small businesses – specifically those owned by women, veterans, service-disabled veterans, and socially and economically disadvantaged individuals – if the contract price is below a specified maximum. The bill also increases the maximum dollar amount for sole-source contracts awarded to these types of small businesses, and extends the participation period for a specific SBA program.
