This bill, the Clergy Act of 2020, allows members of the clergy and Christian Science practitioners who currently have an exemption from Social Security and Medicare taxes on their ministerial earnings to revoke that exemption. It creates a two-year window, starting after the bill’s enactment, for these individuals to apply to the IRS to revoke their exemption. If an application is filed during this period, the exemption is revoked, and the individual will begin to accrue Social Security and Medicare benefits. The bill also requires those seeking to revoke their exemption to pay any back taxes owed for the year the revocation takes effect.
