The FIRM Act, also known as the Foreign Influence Registration Modernization Act, aims to update and strengthen the Foreign Agents Registration Act of 1938. It expands the definition of ‘foreign principal,’ exempts certain foreign enterprises from registration, requires registration statements to be filed digitally, and establishes a civil penalty of up to $200,000 for violations. Furthermore, the bill transfers oversight of lobbying activities from Congress to the Department of Justice.
