Bill overview
This bill would grant each of the five U.S. territories – American Samoa, the Northern Mariana Islands, Guam, Puerto Rico, and the Virgin Islands – a nonvoting delegate to the Senate. These delegates would be elected by the residents of each territory at general elections held every six years, with the option for special elections to fill vacancies. Delegates would meet the same qualifications as Senators, including age, citizenship, and residency, and would receive similar compensation and privileges, though they would not be able to vote on final Senate votes.
