The FISA Improvements Act of 2019 seeks to increase transparency and oversight of the Foreign Intelligence Surveillance Court (FISC). It requires outside experts, called ‘amicus curiae,’ to review initial applications for surveillance warrants targeting U.S. persons, providing recommendations on the sufficiency of evidence. The bill also mandates that government applications disclose information that cannot be verified and requires transcripts of all proceedings before the court, along with detailed records of communications between the Department of Justice and the court.
