The BABIES Act aims to improve access to and quality of maternity care by establishing a Medicaid demonstration program. This program will encourage states to develop and implement payment models for freestanding birth centers, which provide care for women with low-risk pregnancies. The Centers for Medicare & Medicaid Services (CMS) will provide criteria for participation, guidance for states, and initial planning grants to support these efforts. Ultimately, the goal is to expand access to birth center services while ensuring quality and safety.
