The LEAVE Act allows states to study and establish their own standards for ground-based noise (GBN) from aircraft at airports. If a state conducts a study and identifies a noise level exceeding a certain threshold, residents and cities within five miles of the airport can sue the airport for violating state noise standards. This bill aims to protect communities from excessive noise and ensures that federal laws don't interfere with state-level legal action regarding GBN.
