The Restore Everyone’s Sleep Tonight Act of 2019 (REST Act) allows airports to impose restrictions on aircraft landings and takeoffs between 10 p.m. and 7 a.m. Airports can also assess penalties on airlines or operators who violate these restrictions. These penalties can be increased based on the noise impact on local communities, with collected funds directed to the affected local governments. Certain flights, including military, law enforcement, and Coast Guard operations, as well as emergency and disaster response flights, are exempt from these restrictions.
