Bill overview
This bill, the Improving Helicopter Safety Act of 2019, aims to limit helicopter flights over densely populated cities. Specifically, it prohibits civil rotorcraft operations in airspace directly over cities with populations exceeding 8 million and a population density of over 25,000 people per square mile, except for essential purposes like law enforcement, emergency response, disaster relief, medical services, and infrastructure maintenance. The FAA will also be required to develop regulations to implement these restrictions within 90 days of a city meeting the criteria.
