The American Future Healthcare Act of 2019 aims to expand access to and improve the use of Health Savings Accounts (HSAs). It proposes several changes, including eliminating the requirement that HSA contributors have a high-deductible health plan, increasing HSA contribution limits, allowing Medicare beneficiaries to contribute to HSAs, and enabling HSAs to be used for health insurance purchases. The bill also includes adjustments to cost-of-living adjustments for HSA contributions and introduces provisions for a rollover of HSA amounts to Medicare Advantage Medical Savings Accounts, as well as allowing individuals with alternative health coverage to opt out of Medicare hospital services without impacting Social Security benefits.
