This bill, the Modernizing VA’s Records Management Program Act, allows the Department of Veterans Affairs (VA) to treat digitized versions of records – like photographs and files – as equivalent to original documents for the purposes of processing veterans’ claims. The VA won’t be required to keep or produce the original physical files, and must establish a process to ensure digitized versions are clear and accurate. If a discrepancy is found, the VA must resolve it in favor of the veteran, and return the original document to them.
