Bill overview
This bill, the Reporting Accountability and Abuse Prevention Act of 2019, requires Title X family planning grant recipients to comply with all applicable state and local laws regarding the reporting of child abuse, sexual abuse, and human trafficking. Grant recipients must demonstrate they have policies and procedures in place, including training for staff, protocols for screening minor patients, and record-keeping practices to ensure compliance. The Department of Health and Human Services will review records and can impose penalties, including repayment of funds and a suspension of future grants, for noncompliance.
