Bill overview
The GARLIC Act aims to close loopholes in the Harmonized Tariff Schedule that allow importers to reduce the duty rate on dried garlic imported from China. Currently, Chinese companies are classifying processed dried garlic and garlic mixed with other vegetables as different categories with lower tariffs, harming the U.S. domestic dried garlic industry. This bill seeks to ensure that these products are subject to the higher duty rate applied to standard dried garlic, protecting American producers and their jobs.
