Bill overview
The QUITS Act of 2019 aims to reduce underage tobacco use by increasing taxes on various tobacco products, including cigarettes, cigars, smokeless tobacco, pipe tobacco, and roll-your-own tobacco. It also prohibits the use of artificial and natural flavors (other than tobacco) in tobacco products, with an exception for electronic nicotine delivery systems under specific circumstances. Furthermore, the bill increases funding for the Centers for Disease Control and Prevention’s Office of Smoking and Health to support tobacco prevention programs. Finally, the bill addresses floor stocks taxes on tobacco products manufactured before the tax increase date.
