Bill overview
This bill, the NASA Enhanced Use Lease Authority Act of 2019, extends NASA’s authority to lease its property and equipment until December 31, 2029. It allows NASA to accept ‘in-kind’ consideration – things like services or materials – for these leases, expanding the types of activities for which this can occur. Specifically, NASA can now use these leases to develop renewable energy, maintain facilities, conduct research, and provide services like launch support. The bill also requires NASA to report on the value and nature of any in-kind consideration received and the controls in place to ensure NASA benefits from it.
