This bill changes how people can challenge rules issued by the Commodity Futures Trading Commission (CFTC) in court. Currently, it’s unclear where these challenges can be filed. The bill establishes that a person harmed by a CFTC rule can file a lawsuit in either the U.S. Court of Appeals for the District of Columbia Circuit or the court where the person or their business is located. The court will then review the rule and determine if it was properly created by the CFTC.
