The New Pathways Act amends the Second Chance Act to ensure that returning citizens, both U.S. citizens and noncitizens, receive necessary identification documents before their release from prison or community confinement. For U.S. citizens, the Bureau of Prisons will provide a photo ID card meeting REAL ID Act standards and assist in obtaining a Social Security card and proof of citizenship. For noncitizens, the Bureau of Prisons will help obtain proof of lawful status and, if applicable, an employment authorization document. The bill also establishes a process for addressing difficulties in obtaining these documents and supports the development of release plans for direct-release prisoners.
