Bill overview
The Advancing Competency-Based Education Act of 2019 aims to promote the use of competency-based education (CBE) in higher education. It authorizes the Department of Education to select institutions to participate in demonstration projects, where students progress based on demonstrated skills and knowledge rather than traditional credit hours. Participating institutions must be transparent, accountable, and align their programs with workforce needs, and establishes a council to study and recommend policies for CBE. The bill also provides flexibility for institutions to adapt their programs and expand enrollment.
