This bill, the Rip MSP Act, officially repeals the multi-state plan program established by the Patient Protection and Affordable Care Act of 2019. The program allowed the Office of Personnel Management (OPM) to contract with insurance companies to offer health plans across multiple states through health insurance exchanges. Effective January 1, 2020, the program is terminated, and OPM is required to report on the process for ending the program and notifying enrollees. Unobligated funds allocated to the program are also rescinded.
