The FLIGHT Act aims to increase opportunities for students in Historically Black Colleges and Universities (HBCUs) and minority institutions to pursue military aviation careers. It directs the Department of Defense to conduct two five-year pilot programs: one to establish partnerships between ROTC units and military installations, and another to provide financial assistance to ROTC and Coast Guard College Student Pre-Commissioning Initiative members for flight training. The goal is to address barriers to pilot training, particularly for students from diverse backgrounds, and ultimately increase representation in the Air Force.
