Bill overview
The Empower Care Act reauthorizes and expands the Money Follows the Person (MFP) demonstration program, which aims to shift long-term care funding from institutions to community-based services. It extends federal funding for the program through 2023, increases the amount of funding available, and makes changes to application requirements and reporting procedures. The bill also directs the Department of Health and Human Services to evaluate best practices in MFP implementation and align criteria for qualified residential settings with existing regulations.
