Bill overview
This bill creates a grant program to help states reduce their prison populations. States that can demonstrate a decrease in incarceration rates (at least 7%) while maintaining or decreasing crime rates (no more than 3% increase) are eligible to apply for funding. The grants can be used to implement evidence-based programs aimed at lowering crime and reducing the number of people in prison. The bill also authorizes approximately $2 billion per year for these grants over a 10-year period.
