Bill overview
The Preventing Illegal Radio Abuse Through Enforcement Act (PIRATE Act) aims to combat unlicensed radio broadcasting, often referred to as ‘pirate radio.’ It increases the maximum fine for pirate radio violations to $2 million and imposes a daily fine of up to $100,000 for ongoing offenses. The FCC is required to annually report on enforcement efforts and focus on the top five radio markets for pirate radio broadcasts, and to maintain a database of licensed radio stations and entities subject to enforcement actions. The bill also streamlines the FCC’s process for issuing penalties and protects state and local governments’ ability to prohibit such broadcasting.
