The Public Service Freedom to Negotiate Act of 2019 aims to strengthen the collective bargaining rights of public employees. It prohibits strikes by certain employees and requires the Federal Labor Relations Authority (FLRA) to determine if state laws adequately protect these rights. If a state doesn't meet the minimum standards, the FLRA will establish rules and procedures to ensure bargaining rights.
