Bill overview
The Charities Helping Americans Regularly Throughout the Year Act of 2019 makes several changes to tax laws related to charitable giving and tax-exempt organizations. It allows the IRS to set a minimum mileage rate for charitable driving deductions, requires tax-exempt organizations to file electronically, and permits tax-free distributions of up to $100,000 from individual retirement accounts to donor-advised funds. The bill also reduces the excise tax on private foundation investment income to 1% and modifies disclosure requirements for donor-advised funds.
