Bill overview
The Data Analytics Robocall Technology Act of 2019, or the DART Act, allows the Federal Communications Commission (FCC) to conduct a one-year pilot program. This program would enable voice service providers to block automated calls they believe are unlawful, using data analytics and caller identification. The program includes a process for callers to report mistakenly blocked calls and requires providers to maintain a list of numbers that cannot be blocked, such as those used by public safety answering points or schools. The goal is to reduce unwanted robocalls while ensuring legitimate calls are not blocked.
