Bill overview
The Health Savings Act of 2019 aims to expand access to health savings accounts (HSAs) by modifying existing regulations. It renames high-deductible health plans as HSA-qualified plans, allows both spouses to contribute to a single HSA, extends HSA eligibility to Medicare Part A beneficiaries, individuals receiving Indian Health Service assistance, members of health care sharing ministries, and those receiving direct primary care services. The bill also increases HSA contribution limits, allows HSA distributions for prescription and over-the-counter medicines, and provides bankruptcy protections similar to those for retirement accounts. Furthermore, it includes provisions for medical expense deductions and clarifies certain coverage arrangements.
