The 5G Spectrum Act of 2019 directs the Federal Communications Commission (FCC) to hold an auction to make at least 280 megahertz of radio spectrum available for use in developing 5G wireless technology. The FCC must conduct this auction by December 31, 2020, and recover the proceeds through a process that includes compensating those affected by the spectrum allocation. At least 50% of the auction revenue will be deposited into the U.S. Treasury, with a portion potentially transferred to those who give up their existing spectrum rights to make way for 5G.
