Bill overview
The Fuel Choice and Deregulation Act of 2019 aims to reduce regulations surrounding alternative fuels and vehicles. It removes requirements for the Environmental Protection Agency (EPA) to certify aftermarket conversions that allow older vehicles to use alternative fuels, bans the EPA from controlling biomass fuels, and revises Corporate Average Fuel Economy (CAFE) standards for vehicles that can run on alternatives to gasoline. The bill also expands a waiver allowing for the year-round sale of ethanol-gasoline blends containing more than 10% ethanol, and clarifies definitions related to biofuels and fuel-efficient vehicles.
