Bill overview
The National Security and Personal Data Protection Act of 2019 aims to safeguard Americans’ data by limiting its transfer and storage to foreign countries deemed to pose a national security risk. It requires technology companies to minimize data collection, prevent secondary uses of data, allow users to access and delete their information, and avoid storing data on servers outside the United States or allied countries. The bill also establishes a process for designating ‘countries of concern’ based on data privacy and security risks, and empowers the Federal Trade Commission and State attorneys general to enforce these requirements.
